Genetics

The harsh reality is that genetics do play a major role in somebody's ability to build muscle.
Genetics will also dictate to an extent the shape/fullness of your muscles. For example, some naturally have a good "peak" to their biceps as where others don't.
HOWEVER, every person I have seen with the right level of commitment and drive to be their best has ALWAYS made amazing progress. Genetics will be a limiting factor, BUT they don't have to become an excuse.
